France and Saudi Arabia put Lebanon at the centre of their joint statement

Lebanon featured prominently in the joint statement issued after President Emmanuel Macron received Saudi Crown Prince Mohammed bin Salman in Paris, with the two governments setting out a position on the country's security architecture.

The text called for the disarmament of all non-state armed groups in Lebanon and for Israel to withdraw from all Lebanese territory. It named President Joseph Aoun and Prime Minister Nawaf Salam, an endorsement of the current institutional arrangement rather than of a particular faction.

The pairing of those two demands is the significant element. Each has been advanced separately by different actors, and linking them in a single document from Paris and Riyadh jointly presents them as elements of one settlement rather than as competing preconditions.

France and Saudi Arabia have both historically maintained influence in Lebanon through different channels, Paris through institutional, cultural and educational ties dating to the mandate period, Riyadh through financial support and political relationships. Periods when the two have acted in concert have generally been those when external pressure translated into movement in Beirut.

What the statement does not do is attach a mechanism or a timetable. It establishes a shared position between two capitals, which is a precondition for coordinated action without being action in itself. The value for Beirut depends on whether the alignment produces financial and diplomatic support that Lebanese institutions can direct, or a set of external expectations they are asked to meet.
