The United States has announced plans to offer consular services at the Efrat settlement in the Israeli-occupied West Bank, set to commence on Fri, Feb 26, 2026. These services include the provision of passport services and are being extended to other locations, including the Beitar Illit settlement, the Palestinian city of Ramallah, and other cities in Israel. Currently, such services are available at the US embassy in West Jerusalem and Tel Aviv.
The announcement has been met with criticism from both Hamas and the Palestinian Authority (PA). Hamas described the initiative as "a dangerous precedent" and a recognition of the legitimacy of the settlements, which are deemed illegal under international law. The Palestine Liberation Organization’s Colonization and Wall Resistance Commission emphasized that the decision represents a clear violation of international law, highlighting the illegality of all settlements under the Fourth Geneva Convention.
Minister Mu’ayyad Sha’ban, head of the PA commission, expressed concerns that providing consular services in illegal settlements breaches the principle of nonrecognition of unlawful situations, a norm in international law obligating states to avoid actions that confer legitimacy on serious violations.

This pertains to Israeli plans to initiate land registration in Area C of the West Bank, which is under Israeli control, making up 60 percent of the region. The ministers' statement highlighted concerns about reclassifying Palestinian land as Israeli state property and accelerating settlement activities.
Approximately 465,000 settlers reside on Palestinian land, with a significant number holding dual US-Israeli citizenship. The Efrat settlement, part of the Gush Etzion settlement cluster, is home to many American residents.
