Lebanon has submitted a formal complaint to the United Nations regarding Israeli violations of the November 2024 ceasefire. The Lebanese Ministry of Foreign Affairs and Emigrants emphasized that these actions breach UN Security Council Resolution 1701, which was established in 2006 to end hostilities between Israel and Hezbollah.
The ministry has urged the UN Security Council to compel Israel to withdraw completely to the internationally recognized borders, cease its violations of Lebanese sovereignty, and release Lebanese prisoners. The complaint included detailed records of Israeli infractions, with 542, 691, and 803 reported violations occurring in October, November, and December 2025, respectively, totaling 2,036 instances.
The complaint follows recent Israeli airstrikes in Lebanon, which resulted in casualties. Despite the ceasefire agreement, Israeli military actions in Lebanon have persisted, with significant human cost. The UN has previously reported at least 127 civilian deaths due to these attacks.

Additionally, Israel maintains a presence in five locations within Lebanese territory, hindering reconstruction efforts and preventing displaced residents from returning to their homes. The situation is further complicated by the detention of over a dozen Lebanese, including Hezbollah members and civilians, with Israel declining to provide a list of those held.
Israeli forces have also engaged UN peacekeepers from the UN Interim Force in Lebanon (UNIFIL), with Lebanon calling for international pressure to halt these attacks. Despite previous complaints to the UN, Israeli military activities have continued.
As part of its strategy, Lebanon is working on disarming Hezbollah. Recently, it announced the completion of phase one, involving the removal of weapons south of the Litani River. While Hezbollah has agreed to disarm south of this river in line with UN Resolution 1701, it persists in retaining armaments to counter perceived threats from Israel. The next stage of disarmament will target areas north of the Litani River up to the Awali River.
