The United States announced on Wed, Jan 14, 2026, the commencement of the second phase of the existing ceasefire. This phase is designed to transition from ceasefire to demilitarization, technocratic governance, and reconstruction. A new Palestinian technocratic administration will be established, under the oversight of an international "Board of Peace," chaired by U.S. President Donald Trump.
The governance model includes a Palestinian component, with Ali Shaath, a former deputy minister of the Palestinian Authority, leading the Palestinian technocratic committee. However, the overarching control will be maintained by the Board of Peace, led by Nickolay Mladenov, Bulgaria's former foreign and defense minister.
There are concerns regarding the exclusion of Palestinians from meaningful participation in the governance process. The demilitarization of Hamas and internal divisions within Palestinian factions may pose further challenges. Additionally, there are apprehensions that reconstruction efforts might be contingent on Israeli security requirements.

The humanitarian situation in Gaza remains dire, with reports of displacement, disease outbreaks, and economic collapse. The implementation of the ceasefire's second phase has raised questions about its effectiveness in addressing the pressing needs of Gaza's civilian population.
Residents express a desire for a return to normalcy, emphasizing the need for safety, dignity, and freedom from collective punishment. Moreover, there is a call for justice, recognition of suffered harm, and accountability for perpetrators.
The current situation in Gaza underscores the complexity of achieving lasting peace and stability. The effectiveness of the proposed governance and reconstruction efforts will largely depend on the inclusion of Palestinian voices and the resolution of underlying political and security issues.
