Regulation: Structural Safety and Humanitarian Concerns in Gaza

Authorities in Gaza have issued warnings regarding the potential collapse of war-damaged buildings due to adverse weather conditions. Heavy rainfall has further complicated recovery efforts for bodies trapped under rubble.

These warnings were announced on Monday, following the collapse of two buildings in Gaza, which resulted in at least 12 fatalities. The winter rains have also exacerbated the situation for displaced individuals, leading to additional fatalities from exposure and the flooding of temporary shelters.

The ongoing storm conditions have severely affected the region, highlighting the urgent need for better shelter solutions. Civil Defence teams in Gaza have been working under challenging conditions, with limited equipment and fuel, to retrieve victims. On Monday, 20 bodies were recovered from a multistorey building that was targeted in December 2023, where approximately 60 individuals were seeking refuge.

Mahmoud Basal, a spokesperson for Gaza Civil Defence, has appealed for international assistance to provide mobile homes and caravans as more durable shelter options for the displaced population. The current reliance on tents is insufficient for the severe weather conditions, leading to a significant risk of additional casualties.

The recovery efforts are hindered by a lack of heavy machinery, which is critical for clearing debris and conducting rescues. Palestinian officials have indicated the need for approximately 40 excavators and bulldozers to facilitate these operations. However, restrictions on the entry of such equipment into Gaza remain a significant barrier.

Humanitarian Aid and Ceasefire Violations

The head of the United Nations agency for Palestinian refugees, Philippe Lazzarini, has stressed the necessity of increased humanitarian aid to Gaza. Delays in aid delivery are placing displaced families at heightened risk, particularly with the onset of adverse weather conditions.

Since the ceasefire on October 10, ongoing violations have been reported, including restrictions on heavy machinery and humanitarian aid into the region. These actions contravene the terms of the ceasefire and pose challenges to the recovery and safety of the affected population.

The situation in Gaza underscores the urgent need for international intervention and support to address both immediate humanitarian concerns and longer-term infrastructural challenges. Without adequate resources and support, the risk of further casualties remains high.
