Military Operations and Territorial Control
Despite the ceasefire, Israel maintains control over approximately 58 percent of Gaza, having withdrawn to the "yellow line" demarcating coastal Gaza from its border regions. Satellite images captured between November 5 and December 13 reveal demolitions primarily in Gaza City's Shujayea and Tuffah neighborhoods, as well as the southern city of Rafah and agricultural sites east of Deir el-Balah.
Adil Haque, a law professor at Rutgers Law School, clarified that under the Fourth Geneva Convention, the destruction of private property by an occupying power is prohibited unless absolutely necessary for military operations. He emphasized that this necessity must arise from active combat or direct combat preparations.
According to the UN Relief and Works Agency for Palestine Refugees (UNRWA), the ongoing conflict has resulted in significant damage to Gaza's infrastructure, with 282,000 housing units destroyed and 93 percent of schools damaged. As of December 9, 63 percent of hospitals remain non-operational.
