The International Court of Justice (ICJ) has issued an advisory opinion stating that Israel must support United Nations relief efforts in Gaza. This includes activities conducted by the UN Relief and Works Agency for Palestine Refugees (UNRWA). The opinion addresses Israel’s legal responsibilities towards UN agencies and other international organizations operating in the occupied West Bank and Gaza Strip.
The court determined that Israel’s allegations against UNRWA, including claims of complicity in the October 7, 2023, attack led by Hamas, were unsubstantiated. ICJ President Yuji Iwasawa stated that Israel failed to provide evidence that a significant portion of UNRWA’s employees are affiliated with Hamas or other terrorist groups. Additionally, the court emphasized that as the occupying power, Israel must ensure the basic needs of the Palestinian population in Gaza, including access to essential supplies such as food, water, shelter, fuel, and medicine.
UNRWA had been the main provider of humanitarian and social services in Gaza prior to restrictions imposed by Israel. The agency supported approximately 1.4 million Palestinian refugees, offering services including education, healthcare, and food assistance. Despite current operational limitations, UNRWA has indicated its ability to continue functioning in Gaza and other regions, though under significant restrictions.
